In the event of a total critical system failure, (System Crash), Windows version upgrade or need to install Windows Operating System on a "RAW" computer,  re-Installation of the Windows Operating System may be required.

A number of issues have to be considered including how the PC will used. It is practical to configure the computer for more than just one user.
